If I understand your question correctly, the average time to cross the harbour during the rush and non-rush hours is exactly 7 minutes (if you are the last
pasenger to board the ferry immediately prior to departure). Right?
The whole cycle for a ferry traveling from one point and back to the same point of location is 20 min. (7 +3 + 7 +3 min.). If there are 3 boats running, the "offset" (time difference) between two boats is 20/3=6.67 min. It is 5 min. "offset" for 4 boats running.
